Wayne Neff, Ph.D.
Senior Vice President Medicaid/Medicare Sales, Government Programs
“I truly believe that there is no more relevant work we could be undertaking in our industry than to continue striving to improve the health and well-being of the Medicaid and Medicare members we serve. I have observed and have had the honor to be a part of making a difference, but I believe that it is our duty to lengthen our stride and move forward with even greater effort.”
Wayne Neff brings 20 years of experience in clinical management, operations and business development to OptumHealth, working across behavioral health and care and disease management. In his role, he supervises all Public Sector sales in the Medicare and Medicaid markets.
His experience includes serving as vice president of the Western Region for PHC-Inc. In this senior administrative position, Neff led the effort to obtain full URAC accreditation and recruited several key managerial staff members. He also served as chief operating officer (COO) for APS Healthcare Northwest, and has led a variety of health care organizations throughout the western United States, including serving as president and COO of Physicians HealthNet in Utah and president of the California Health Plan for Aetna/Human Affairs International.
Neff's accomplishments are based on his efficiency in leading, organizing and producing high-value behavioral health and specialty care management programs. He received his Ph.D. in psychology from Brigham Young University, and has published and nationally presented several articles and research papers, including "Therapists' attitudes toward short-term therapy" (in Employee Assistance Quarterly, 1996) and "Pragmatics of Tracking Mental Health Outcomes in a Managed Care Setting" (in the Journal of Mental Heath Administration, 1995).
